DELOITTE & TOUCHE PLAYS INTEGRAL PART IN BRINGING SKILLS AND DEVELOPMENT TO THE PEOPLE OF SA
[ 20 February 2001 ] In an effort to promote skills training, development, and employment the National Skills Development Strategy will be launched at Gallagher Estate on February 22nd and 23rd as part of the 2001 National Skills Conference and Exhibition.
An integral part of promoting skills development is the creation of SETAs - Sector Education and Training Authorities, which are responsible for the co-ordination and implementation of a skills development programme within a prescribed economic sector.
SETAs are funded by means of a skills levy, which is deducted from each employer registered with the SETA. SETAs will most likely be public entities defined in terms of the Public Finance Management Act and are subject to strict rules governing their accountability for the use of public funds.
As part of a public-private sector partnership, Deloitte & Touche is responsible for the 'non-core' functions of four client SETAs (namely BANKSETA, FASSET, INSETA and the Wholesale and Retail SETA), as well as for further services to the Wholesale and Retail SETA(W&RSETA). In order to maximise the focus of the SETAs on skill facilitation development, Deloitte & Touche have developed structures according to the functional needs of the SETAs. This ensures that funds are rather spent on skill development and a minimal amount on administration, IT and financial management.
According to the SETA clients of Deloitte & Touche, the partnership with Deloitte & Touche had contributed fundamentally towards the BANKSETA, FASSET, INSETA and the Wholesale and Retail SETAs being of the leading SETAs in implementing the Act, including the repayment of levies to employers.
